From card: ""Toy - a styled figure of a bull" - This may be a mistake; the object would appear to be neither a toy nor a stylized figure of anything. It is a small section of willow, slightly flattened at back, with a loop at upper end and the bark cut away at intervals leaving the wood showing."
Identified as a child's toy in the form of a horned cow or bull, by Zinaida Ivanova, Arctic Institute of Culture and Arts, Yakutsk, Sakha (Yakutia) Republic, Russia Federation, 11-7-2012.

Carving.H.: 20.4, D.: 4.5. A favourite toy of Sakha children. This is a stylized depiction of a bull with horns curved into rings. The cuts on the back show that the bull is of an erien oghus (mottled) breed.
